No significant fiscal implication to the State is anticipated.

Bill Analysis

HB 391 would require public and open-enrollment charter schools to provide students with printed instructional material if they do not have reliable access to the required technology at their home. Schools would also be required to document each parental request for students to be able to take instructional materials home that was denied by the school or district and the reasons for denying the request. School districts would be required to make a report to the Texas Education Agency as to why schools denied students instructional materials.

Texas Action remains neutral on HB 391 because it does not have any bearing on our liberty principles.
