Relating to creating an Internet website of certain day-care providers and parenting resources.
HB 3738 would require the Health and Humans Services Commission (HHSC) to create and maintain a statewide website of day-care providers, including day-care centers, group day-care homes, listed and registered family homes, and prekindergarten programs, that complies with the design and content requirements within the bill's provisions. The website information must include information to assist families in understanding the importance of licensed day-care facilities; an annual report on the number of deaths, serious injuries, and incidents of child abuse and neglect; contact information for state and local agencies; various information for each day-care provider; and an optional profile for each day-care provider, developed in collaboration with the provider, that includes a brief narrative, information about services, and photographs.
Texas Action opposes HB 3738 for violating our principles of limited government, free market, and personal responsibility. There are already lots of available sources providing information about daycare providers which parents have easy access to. We believe that it is not the proper function of limited government to create a centralized website listing childcare providers in the state. For these reasons, we remain opposed to HB 3738.
