Relating to the purchase of online library resources for primary and secondary schools by the Texas State Library and Archives Commission.
No fiscal implication to the State is anticipated.
HB 3730 would require the State Library and Archives Commission to purchase online library resources for primary and secondary schools that have adopted certain internet safety policies and technology protection measures. The vendor the commission selects to provide the resources must certify that the resources are in compliance with specified federal internet security and safety laws. The commission would use funds appropriated by the legislature and fees collected from participating school districts.
Texas Action remains neutral on HB 3730 because it does not impact our principles.
