Relating to a study by the Texas Department of Transportation on the
feasibility of charging a pavement consumption fee for the operation of certain motor
vehicles on public highways.
Because the specific information technology requirements that would be necessary to
implement the bill are unknown, the potential cost to the State cannot be determined at this
time.
HB 3469 would direct the Texas Department of Transportation, in consultation with The University of Texas Center for Transportation Research and the Texas A&M Transportation Institute to conduct a study on the feasibility of charging a pavement consumption fee on certain commercial vehicles, equal to the reasonable cost to repair damage to the pavement of a highway caused by the vehicle and adjusting or eliminating registration or permit fees that currently fund these repairs. The study would be due to be submitted by 2020.
Texas Action remains neutral on HB 3469 as it neither uplifts our hinders any of our liberty principles.
