HB 3366 would transfer funds set aside to fund the Texas-Bred Program to the newly created Texas-Bred Incentive Fund, with funds to be deposited to state horse breed registries for the program. The purpose for creating this new fund is to prevent the Texas Racing Commission's budget from being artificially inflated as a result of Texas-Bred Program funds being included, according to the author's office.
