Bill Analysis

HB 324 would add language to the definition of improper relationship between an educator and a student. It defines "sexual contact" as, touching by an employee of a school of the anus, breast, or any part of the genitals of a student, or any touching of any part of the body of student with the anus, breast, or any part of the genitals of an employee of the school, with the intent to arouse or gratify the sexual desire of any person.

Vote Recommendation Notes

Texas Action supports HB 324 because it advances the principle of limited government. Individuals entrusted with educating and caring for children must be held to the highest standard of conduct, and adding specific language to define sexual contact will aid prosecution of these cases by reducing ambiguity.
