Bill Analysis

HB 3175 would require confidentiality of personal information maintained by a governmental body of a person applying for federal or state disaster recovery funds. The street name and amount of disaster recovery funds no longer be confidential after the funds have been awarded. 

Vote Recommendation Notes

Texas Action supports HB 3175 on the basis of private property rights. Personal information should be kept confidential, as that is an extension of a person's property, and should not be exposed to be used by criminals targeting disaster victims for identity theft or other related crimes. We do encourage the legislature to ensure that rigorous checks are in place to ensure that nondisclosure of these personal details does not open the door to fraudulent claims and to ensure that claims are not awarded corruptly to friends, family, or associates of officials charged with approving and awarding claims.
