Bill Analysis

HB 3163 would create new standards for handicapped parking spaces, specifically requiring that the international symbol of access be painted on the parking space and that the words "NO PARKING" be on any aisle adjacent to the space. Additionally, the bill would require handicapped parking space signs to include information regarding the consequences of parking a vehicle illegally in the space. Lastly, the bill would direct the Texas Department of Transportation to hand out various documents concerning handicapped parking space laws when distributing handicap placards and specialty license plates.
