Bill Analysis

HB 3132 would require additional staff development for teachers who provide reading instruction for kindergarten through third grade. This would include effective and systematic instructional practices in reading, including phonemic awareness, phonics, fluency, vocabulary, and comprehension, and the use of empirically validated instructional methods that are appropriate for assisting struggling readers.

Vote Recommendation Notes

Texas Action remains neutral on HB 3132 because it does not impact our principles. To the extent that there may be teachers who need development in this area to be more effective, this appears to be sound public policy.
