HB 3091 would make information that relates to the location or physical layout of a family violence shelter center or victims of trafficking shelter center confidential. If an individual violated confidentiality, an offense would be a Class A misdemeanor.

Vote Recommendation Notes

Texas action is neutral on HB 3091 as it neither advances nor hinders any of our liberty principles. We would like to note that while in general we are against the creation of new criminal offenses but because this offense has the mens rea protection of "intent to threaten the safety of an inhabitant of the center" it would prevent all disclosures from being criminalized.
