Relating to the transfer of a retired county or municipal law
enforcement animal.
No fiscal implication to the State is anticipated.
HB 3063 would create a process providing for transfer of ownership of a law enforcement animal to a person due to circumstances such as the animal reaching the end of their working life, the death of the animal's handler, etc.
The bill would create an order of priority for persons able to take ownership of the animal, with the animal's former handler at the top of the list and including others such as relatives of the former handler, a peace officer etc. It would be the applicable law enforcement agency's duty to pick which of the requested would best serve the interest of the animal.
Texas Action supports HB 3063 for promoting the principle of limited government and personal responsibility. This bill would provide a process for law enforcement animals to find a home after their service has ended, and would allow the handler, their family, or another caring individual who wishes to take ownership of the animal the legal ability to do so.
