Bill Analysis

HB 3059 would update requirements relating to the county in which a seller of a motor vehicle applies for the registration of or a title for a motor vehicle on behalf of the buyer. Under this bill the application would be made in the county in which the vehicle was purchased unless the seller and buyer otherwise agree for the application to be made in a different county.

This effectively does away with a requirement that the seller present the buyer with an option as to which county the application is to be made in and places the onus on the buyer to notify the seller if the application should be made in a county other than that in which the vehicle is purchased. 

Vote Recommendation Notes

Texas Action supports HB 3059 for promoting the principles of individual liberty and free markets.  This bill will help to reduce a bureaucratic requirement placed on car dealers that is only relevant to a small number buyers.
