HB 2813 would codify the establishment of the Statewide Behavioral Health Coordinating Council, created in the General Appropriations Act of the 84th Legislature. The council would develop and monitor implementation of a five-year behavioral health strategic plan; develop a coordinated biennial statewide behavioral health expenditure proposal; and oversee administration of state and federal funding for behavioral health and mental health.
Texas Action remains neutral on HB 2813 because it does not affect our liberty principles.
