Relating to the reimbursement of certain urban teaching hospitals for the provision of inpatient hospital care under Medicaid.
According to the Legislative Budget Board, there would be a positive impact of $760,732 through the biennium ending August 31, 2021.
Under current law, the education adjustment factor is used for calculations for certain Medicaid reimbursements. According to the author, the current calculation system is out of date and needs an adjustment.
HB 2798 would direct the Texas Health and Human Service Commission (HHSC) to adjust the Medicare education factor. The bill would require healthcare facilities that meet the definition of an "educational facility" to account for the number of intern or resident physicians on staff. In addition, the bill would require HHSC to conduct a study to evaluate the methodology used when determining the Medicare education factor.
