Bill Analysis

HB 2784 would create the Texas Industrial Workforce Apprenticeship grant program within the Texas Workforce Commission. The purpose of this program would be to encourage the private sector to develop workforce apprentice training programs. In order to be eligible to receive the grant, the employer would be required to guarantee the trainee a job afterwards and provide full-time employee benefits.

The Texas Workforce Apprenticeship Fund would be an account created within General Revenue and be under the authority of the Texas Workforce Commission.

Vote Recommendation Notes

HB 2784 is out of alignment with the principles of limited government and free markets. It is not the proper role of state government to give taxpayer funds to private businesses to implement workforce apprenticeship programs. For these reasons we oppose HB 2784.
