Bill Analysis

HB 2701 would require the Texas Commission on Law Enforcement to develop training for county jailers to educate and train them on issues concerning interaction with pregnant women confined in county jails. The training would include general information on pregnancy, labor, delivery and recovery, prenatal and postnatal care, first aid techniques specific to pregnant women, and factors that increase risk of miscarriage. 

Vote Recommendation Notes

Texas Action supports HB 2701 for promoting the principles of individual liberty and personal responsibility.  This bill would help to address the health needs of pregnant inmates and would help to ensure their safety in a way that is consistent with government scope of power and individual liberty. To the extent that government is going to confine people convicted of crimes, it is incumbent on the government to also provide for their safety. We support HB 2701.
