Bill Analysis

HB 259 would prohibit insurers from delivering or renewing named driver policies unless the named driver policy is an operators policy. Insurers may use a named drivers exclusion if the exclusion specifically names each excluded driver and not a class of drivers. The bill would also repeal sections of the insurance code relating to regulations on named driver insurance policies.

Vote Recommendation Notes

This bill violates our free market and limited government by placing a new regulation on automobile insurers by restricting named driver policies. As with most insurance mandates, this will likely increase the cost of auto insurance. For these reasons, we do not support HB 915.
