Relating to cosigners on driver's license applications of minors.
No fiscal implication to the State is anticipated.
Currently, a driver's license application for a person under 18 years of age must be signed by a parent or guardian, or if there is no parent or guardian, then the applicant's employer or a county judge. HB 2551 would allow an individual under the age of 18 to obtain a driver's license if an agent with power of attorney for the child cosigns the application.
Texas Action remains neutral on HB 2551 because it does not affect our liberty principles.
