No significant fiscal implication to the State is anticipated, although some agencies may
experience an indeterminate but positive fiscal impact as a result of being able to transmit
and receive documents in electronic format.
HB 2476 would allow state agencies greater discretion regarding the medium by which they transmit and receive state documents, including through the Internet. The agencies would be required to include cost savings or other efficiencies achieved in their next Legislative Appropriations Request.
The bill would additionally require The Texas State Library and Archives Commission to submit a biennial report to the Legislature and the Legislative Budget Board regarding statutorily required reports prepared by and submitted to a state agency, and would direct the Comptroller to conduct a study regarding the efficiency of mail operations of each state agency in the executive branch.
