The fiscal implications of the bill are indeterminate, but costs associated with the bill could be significant. The impact would largely be dependent on each agency's current cybersecurity training practices, the number of affected employees at each agency, the frequency with which each agency provides the required training, and the pricing each agency can obtain from an eligible vendor.

Bill Analysis

HB 2401 would require all employees of state agencies that have access to their respective state agency's network or online systems, including email or internet access, to complete training on cybersecurity awareness. Eligibility requirements are prescribed for vendors to contract with agencies to fulfill the requirements of this legislation. 

Vote Recommendation Notes

Texas Action is neutral on HB 2401 because it does not appear affect our liberty principles. While this would likely cost a great deal of taxpayer money, the training is relevant and may save money in the long run if the training circumvents costly future cybersecurity breaches.
