benefit providers to administer or provide coverage under certain
group benefit plans for governmental employees.

HB 2367 prohibits a health insurer or health care provider from submitting a bid for group benefit plans for governmental employees for two competitive bidding cycles if the insurer or provider has terminated a contract with a physician because the physician informed an enrollee of their full range of options, including out of network providers.
