Relating to a microchip scan of animals in the custody of an animal
shelter or releasing agency, including an animal rescue organization.
No fiscal implication to the State is anticipated.
HB 2347 would require an animal shelters or releasing agency to scan animals for microchips as soon as possible after they are placed in custody of the shelter or releasing agency. The bill does not distinguish between private and public animal shelters or releasing agencies.
On the one hand this bill places new mandates on private businesses which we oppose on limited government grounds. On the other hand this bill does advance property rights for people whose animals have been stolen and ended up in a shelter or with a releasing agency and who have a right to have their pet returned rather than sold or adopted out. Due to these conflicting principles, we remain neutral on HB 2347.
