No significant fiscal implication to the State is anticipated.

Bill Analysis

HB 2340 would create a study group to study the "appropriate use of unmanned aircraft in responding to and recovering from a disaster." The study group would submit a report on its findings no later than November 1, 2020.

This bill would also require the division of emergency management to create a information sharing work group to develop recommendations for improving the manner in which electronic information is stored by and shared among state agencies and between state agencies and federal agencies to improve the capacity of the agencies to respond to disasters. In addition, the bill would also permit a task force for the purposes of evaluating environmental conditions in a declared disaster area. The task force would also allow for expedited access to federal funds during a natural disaster.

Lastly, the office of State-Federal Relations would be required to study federal laws and policies that affect federal and state agencies as well as local government's ability to cooperate when responding to disaster.
