According to the Legislative Budget Board, no significant fiscal impact to the state is anticipated.  

Bill Analysis

HB 2255 would require programs that conduct follow-up hearing screenings on newborns to obtain a written consent from the child’s parents before providing the results of the screenings to a resource established at the Texas School for the Deaf. This bill would also require such a program to refer a newborn or infant to a program relating to early child intervention services.

Additionally, this bill would require the Department of State Health Services (DSHS) to provide educational materials and information about follow-up programs and available public resources to parents upon request.
