Bill Caption
Relating to the amount credited in a state fiscal year to the
judicial fund to provide basic civil legal services.
Fiscal Notes
No fiscal impact to the state is anticipated.
Bill Analysis
HB 2235 would expand the maximum amount of funds that can be allocated to the judicial fund to $50 million per fiscal year, instead of per biennium. This fund provides basic civil legal services to the indigent.
Vote Recommendation Notes
Provision of legal services to the indigent is a legitimate function of government. It makes sense that as the state population grows and the number of laws which might result in a person coming in contact with the judicial system also grows, the amount of funding necessary to provide basic legal services to the indigent would also grow. We have no basis to determine whether doubling the cap for this purpose is the appropriate amount of money to achieve the goals of this legislation; consequently we remain neutral.
