Relating to the sale of alcoholic beverages on certain property
owned or leased by the Texas State Railroad Authority.
No fiscal implication to the State is anticipated.
HB 2196 would allow the Texas State Railroad Authority to contract with a person for the retail sale of alcoholic beverages on authority property that is used as a passenger rail station. It would also authorize an alcoholic beverage purchased by a consumer on a passenger train for present consumption to be removed from the train in order to be consumed on property that is a public entertainment facility owned or leased by the authority, and vice versa.
Texas Action remains neutral on HB 2196 as it does not affect our liberty principles.
