Relating to terminating participation in the Texas Emergency
Services Retirement System.
The fiscal implications of the bill cannot be determined at this time because the number
of departments who would elect to terminate membership in the system is unknown.
HB 2178 would allow a governing body of a department that performs emergency services, and elects to participate in the Texas Emergency Services Retirements System (TESRS), to opt out under certain circumstances. The department must meet certain requirements and the governing body must elect to provide retirement benefits through participation in an alternative retirement system. All contributions to TESRS necessary to pay the benefits of vested members would be forfeited by a governing body that elects to opt out of TESRS.
