Estimated Two-year Net Impact to General Revenue Related Funds for HB 2166, As Introduced: an impact of $0 through the biennium ending August 31, 2021. The bill would make no appropriation but could provide the legal basis for an appropriation of funds to implement the provisions of the bill. 

Bill Analysis

HB 2166 would transfer the authority of the seed certification process from the Texas Department of Agriculture (TDA) to an eligible private entity. The current certification process is voluntary. The bill would lay out specific guidelines for private entities that would be participating in the program.

Vote Recommendation Notes

Texas Action supports HB 2166 as it uplifts our limited government and free market principles. The bill would remove government regulation from the Texas Department of Agriculture and allow this voluntary certification program to be run by a private entity.
