Texas Action remains neutral on HB 2155. Normally we would oppose a grant for the benefit of a particular industry. However, we recognize that this bill is an attempt to address the problem of slow federal processing of traffic subject to inspection at ports of entry at the international border. The state has a legitimate interest in preventing federal inaction from hurting the Texas economy. On that basis we are neutral on this legislation.
