Bill Analysis

HB 2137 would exempt honorably retired peace officers from fees when obtaining a new or renewing a license to carry a handgun. It would also exempt them from the range instruction portion and the classroom instruction portion of the proficiency course.

Vote Recommendation Notes

Texas Action recommends opposing HB 2137 because it violates limited government principles. While it is sensible to exempt honorably retired peace officers from the listed components of the proficiency course, we generally oppose fee exemptions because they confer a benefit on a special class, to the exclusion of others. We recommend eliminating licensing fees for handguns altogether.
