Relating to required human trafficking prevention training as a condition of registration permit or license renewal for certain health care practitioners.
According to the Legislative Budget Board, no fiscal implication to the state is anticipated.
HB 2059 would require a health care practitioner (other than a physician or nurse) to complete a training course approved the the Health and Human Services Commission on identifying and assisting victims of human trafficking. Also, a physician who submits an application for renewal of a registration permit and who designates a direct patient care practice would be required to complete, as part of the hours of continuing medical education, a human trafficking prevention course.
Since this is a matter that does not concern liberty principles, Texas Action has a neutral stance towards HB 2059.
