According to the Legislative Budget Board, no fiscal impact to the State is anticipated. 

Bill Analysis

HB 2050 would amend the Health and Safety Code to include additional requirements relating to the consent of residents in nursing facilities who are using antipsychotic or neuroleptic medications. The bill would require for the consent of a resident or of a person authorized by law to give consent on behalf of a resident to be made in writing.

Vote Recommendation Notes

Texas Action supports HB 2050 which uplifts limited government and individual liberty principles by strengthening consent requirements and making it less likely that these types of medication will be administered without effective consent.
