Relating to the creation of the Texas Rural Water Advisory Council.
No significant fiscal implication to the State is anticipated.
HB 1868 would create the 15-member Texas Rural Water Advisory Council which would be tasked with "assessing the existence of, effectiveness of, or need for rural water initiatives in this state regarding the prevention, mitigation, and abatement of windblown and waterborne litter and illegal dumping in rural communities, pesticide runoff from agricultural lands, rainwater harvesting, rural water use" and other topics.
Members of the board would not be entitled to compensation or reimbursement of expenses. The council would be allowed to accept gifts and grants from any source. The bill does not provide for the council to receive appropriated funds.
Texas Action is neutral on HB 1868 which does not appear to affect our liberty principles.
