Bill Analysis

HB 1556 would allow school districts to not have to purchase goods or services in the aggregate. This bill would also allow for school districts to purchase proprietary maintenance services without going through a bidding process if there is only one source of that service in the district. The commissioner of the Texas Education Agency would be able to create a list of goods and services for which school districts would not need to hold a bidding process for. 

Vote Recommendation Notes

Texas Action recommends supporting HB 1556 because it promotes our principles of limited government and free markets. This bill would allow school districts more flexibility and allows for a speedier process when making purchases. HB 1556 would also enable school districts to avoid a lengthy bidding process altogether in certain circumstances.
