Bill Caption

Relating to higher education student loan repayment assistance for peace officers.

Fiscal Notes

Estimated Two-year Net Impact to General Revenue Related Funds for HB14, Committee Report 1st House, Substituted: a negative impact of ($12,324,131) through the biennium ending August 31, 2021.

The bill would make no appropriation but could provide the legal basis for an appropriation of funds to implement the provisions of the bill.

Bill Analysis

HB 14 would require the Higher Education Coordinating Board to establish and maintain a loan repayment assistance program for peace officers employed for at least one year. This bill would also allow a peace officer to reapply for assistance for up to 5 years.

Vote Recommendation Notes

Texas Action recommends opposing HB 14 because it violates our principles of limited government and personal responsibility. It is not a legitimate role of the government to provide loan assistance, the burden of which would fall to taxpayers already struggling to repay their own student loans.
