The Legislative Budget Board does not anticipate any fiscal impact to the state. 

Bill Analysis

HB 1353 would grant immunity from certain civil liabilities for volunteer health care providers or health care institutions giving care, assistance, or advice, without expectation of compensation, in relation to a man-made or natural disaster and that is within the scope of the provider's practice. Immunity would not apply in the case of reckless conduct or intentional, willful, or wanton misconduct. 

Vote Recommendation Notes

Texas Action supports HB 1353 as it uplifts our principles of limited government, individual liberty, and personal responsibility. This bill would eliminate a disincentive for health care providers or institutions to volunteer their services and resources in an area affected by disaster.
