Relating to the authority of a county assistance district to
provide a grant or loan.
No fiscal implication to the State is anticipated.
HB 1174 would allow a bracketed county assistance district to provide a grant or loan to a political subdivision to assist in funding the performance of functions the district is authorized to perform. This would allow the district to provide assistance for mutually beneficial projects or for necessary projects for which the political subdivision may lack funding.
County assistance districts use sales tax revenue to fund projects of various types, including improvement of recreational facilities and promotion of economic development and tourism; uses of public funds which we oppose. To the extent that CAD funds could be used to make loans or grants to a political subdivision for these purposes, we oppose HB 1174.
