Relating to a women veterans suicide tracking system and required
reporting of women veteran suicides by certain persons.
No significant fiscal implication to the State is anticipated.
HB 1045 would require the Texas Veterans Commission, in collaboration with the United States Department of Veterans Affairs to develop and maintain a system for tracking the number of suicides of women veterans and determine how many of those veterans who received services from the U.S. Department of Veteran Affairs. Medical examiners, health care and mental health facilities and any other persons would be required to provide relevant information to the program if they have knowledge of the suicide. The program would then submit an annual report on woman veteran suicides in Texas to the Legislature.
Texas Action opposes HB 1045 for violating the principles of limited government by creating a new program that is unnecessarily duplicative of existing federal level efforts in the same area. The U.S. Department of Veterans Affairs already conducts comprehensive research on veteran suicides.
