HB 1030 would make a statutory change to jury instructions in capitol cases. This bill would clarify that a jury vote in favor of a death sentence must be unanimous and that only one dissenting vote is required to for a sentence of life in prison without parole.
Texas Action is neutral on HB 1030 because it is procedural and neither advances nor hinders any of our liberty principles.
