Relating to reporting requirements by certain physicians and health care facilities for abortion complications; authorizing a civil penalty.

No significant fiscal implication to the State is anticipated.

Bill Analysis

This bill would require physicians who perform abortions to report to the Health and Human Services Commission certain information pertaining to complications arising from an abortion. The commission would be required to create a form for the submission of such reports. The commission would be required to publish aggregate abortion complication data on its website annually. Physicians or health care facilities would be subject to a $500 fine for each violation of the new reporting requirements. A third separate violation of the new reporting requirements would constitute grounds for the suspension or revocation of the physician or facility's license, permit, registration, or certificate.

This bill deals with what we view as a primarily social issue. We do not make vote recommendations on social issues, therefore we remain neutral on HB 13.
