        Bill Analysis
        
SB 965 would allow the commissioners court of counties, that
border a river that is the habitat of federally listed endangered species, to
designate a geographic area as a county water recreation safety zone to improve
the health, safety, and welfare of residents and individuals who participate in
activities in, on, or along a river following an election. The commissioners court
would be authorized to impose a fee for the rental of water-oriented
recreational equipment, a shuttle service, and a service for ingress or egress
to a river. Counties that establish this zone would be required to create a
county water recreation safety zone fund to deposit fee revenue and fund the
employment of or contracting of additional peace officers.     
 
    
        
        
Vote Recommendation Notes
        The voluntary establishment of county water recreation safety zones does not appear to have a connection to our liberty principles, therefore we remain neutral. However, it is worth noting that though voluntary the creating of such zones tends to lead to the restriction of free markets and cause more burdens to local land and business owners.
