Bill Caption

Relating to bill payment assistance programs offered by certain municipalities.

Fiscal Notes

No significant fiscal implication to the State is anticipated.

Bill Analysis

This is a bracketed bill which would change the circumstances under which a person may receive utility assistance payments under an already existing program. Currently in order to receive assistance, an individual must be threatened with disconnection of services and be deemed by the municipality to be a low-income customer. This legislation would rescind the requirement that a person must first be threatened with disconnection of services before being eligible for assistance.

Vote Recommendation Notes

SB 758 does not add a new subsidy, it merely tinkers with the threshold for eligibility. This neither uplifts nor offends our liberty principles, therefore we remain neutral.
