Fiscal Notes

From the Legislative Budget Board: an impact of $0 through the biennium ending August 31, 2019. The bill would make no appropriation but could provide the legal basis for an appropriation of funds to implement the provisions of the bill.

Bill Analysis

SB 722 would amend the Parks and Wildlife Code to create the Managed Lands Deer Program participation fee. The Parks and Wildlife Commission would establish the amount for the fee.

Vote Recommendation Notes

This would effectively establish a user fee for those who wish to participate in a public program managed by Texas Parks and Wildlife. Because this program has been expanding and is funded currently by general appropriations, effectively the whole state has been paying for a program only used by some. Establishing a fee allow those who benefit from the program to pay for the program does not offend our liberty principles. Because this is a procedural issue related to the program we remain neutral on SB 722.
