Relating to three-point seat belts on buses that transport schoolchildren.

No fiscal implication to the State is anticipated.

Bill Analysis

Under current law, a school bus and school activity bus must be equipped with a three-point seat belt for each passenger.

SB 693 would amend current Transportation Code by including multi-function school activity bus or school-charter bus to the seat belt requirement.

This bill would exempt all buses that are 2017 models or earlier; or a model 2018 or newer, if the board of trustees determine that a district’s budget does not permit the purchase of buses allowed by this bill and votes to approve the determination in a public meeting.

Vote Recommendation Notes

The authority to make changes school bus requirements is clearly within the legitimate responsibility of the government, the provisions of this bill have no relationship to our liberty principles. SB 693 neither uplifts nor offends our liberty principles, therefore we remain neutral.
