Bill Analysis

Under current law, a municipality can expand its territory through annexation. SB 655 would require municipalities which annex land to provide notice to residents and property owners in areas that fall within the municipality’s extraterritorial jurisdiction under the new annexation. Municipalities would also be required to identify new extraterritorial jurisdiction in other notices related to annexation and on digital maps.

Vote Recommendation Notes

This bill supports the principles of limited government and private property rights because requiring the disclosure of the expansion of the authority of a municipality in annexation procedures improves transparency. For this reason, we support SB 655.
