Bill Analysis

SB 289 would establish new provisions that require state agencies to prepare a government growth impact statement for a proposed rule. In this statement, agencies must describe if the first five years of the proposed rule will create or eliminate a government program, create or eliminate employee positions, increase or decrease future appropriations to the agency, creates new regulation, expands, limits, or repeals current regulation, increases or decreases people influenced by the rule, and positively or negatively effect the state's economy. Failure to comply with this section does not impair the legal effect of a rule adopted under this chapter.
