Estimated Two-year Net Impact to General Revenue Related Funds for SB 2078, Committee Report 1st House, Substituted: a negative impact of ($445,778) through the biennium ending August 31, 2019, assuming the legislation is implemented. The agency is not required to implement the legislation in the absence of an appropriation. 

Bill Analysis

This bill would require open enrollment charter schools and school districts to implement multi-hazard safety plans and measures at all campuses. The TEA and Texas Safety School Center will be tasked with adopting certain model multi-hazard emergency operation plans that school districts may use in developing district-specific multi-hazard emergency operations plans.

Vote Recommendation Notes

Ensuring that students in the care of the school are safe is an appropriate requirement to implement. This bill is addressing an issue that is within the authority of government to deal with. For these reasons, we will remain neutral on SB 2078.
