Bill Analysis

This bill would require the Health and Human Services and the Texas Workforce Commission to conduct a study on occupational training programs and employment available in this state for persons with intellectual disabilities. 

Vote Recommendation Notes

This bill does not appear to have a connection to our liberty principles, therefore we remain neutral. It is worth noting that though this is a noble goal to undertake and seek to address, government is likely the least effective to administer such a solution. Private organizations that focus on this issue should be left to their own devices to continue the good and effective work they already conduct. Asking government to solve this problem will wind up hurting these organizations, costing taxpayers more money, and likely result in little change. While this bill in and of itself does not infringe on our principles, any subsequent bills acting upon the results of this study likely would.
