Relating to the transfer of jurisdiction over and management of the property known as the French Legation to the Texas Historical Commission and to certain historic sites under the commission's jurisdiction.

The bill would make no appropriation but could provide the legal basis for an appropriation of funds to implement the provisions of the bill.

Bill Analysis

Under current law, a building known as the French Embassy is in the full charge of the Daughters of the Republic of Texas. SB 2005 would transfer the building, funding, and related assets to the Texas Historical Commission, rename the building as the “French Legation,” and require the commission to preserve, maintain, and restore the property. The commission would be authorized to enter an agreement with the Daughters of the Republic of Texas for the management, staffing, operation, and financial support of the French Legation.

This is a state-owned building so it is within the legitimate scope of legislative authority to assign responsibility for its management and preservation. This does not affect our liberty principles and we remain neutral.
