SB 1831 would require the comptroller, not later than December 31 of each year, to submit a report to the legislature that identifies for each state agency:
- each program the state agency is statutorily required to implement for which no appropriation was made for the preceding state fiscal year;
- a citation to the law imposing the requirement; and
- the amount and source of money the state agency spent to implement any portion of the program
A state agency would be required to provide the necessary information to the comptroller no later than September 30 of each year.
Vote Recommendation Notes
The information obtained in this report could be potentially useful in controlling government spending and making agencies more efficient. The more information government has and is available to the public about its operations, the better. Therefore, we support SB 1831.
